Habitat conservation plans are developed under the Federal Endangered Species Act (ESA), and provide protection for federally listed threatened and endangered species while allowing lawful management activities to occur. A habitat conservation plan is considered for use as a tool to comply with the ESA on state forestlands when determined compatible with long-term management goals.
A habitat conservation plan has been developed and Incidental Take Permit approved by the Secretary of the Interior for northern spotted owls on the Elliott State Forest.
A revision to the 1995 Elliott State Forest Habitat Conservation Plan is under development. This proposed revision would provide for the protection of three federally listed species on the Elliott State Forest (northern spotted owls, marbled murrelets, coho salmon), and additional species not currently listed under the Federal Endangered Species Act.
